Rotating Scales of War
Technology is fueled by magic and alchemy. Trains, street lamps, simple guns and cannons exist. Technological devices like these are really expensive to make, and they’re a little bigger, clunkier and more volatile than we normally think of them, but people know about these things in theory at least.
Technology is also pretty rare – so things like guns exist, but a normal person may have only heard stories about them, or the big train that cuts across the wilds of the world. If a person were to go to one of the big cities they’d see street lamps lit by gas and magic more than torches. They provide more consistent, but slightly hazier light. The only real downside is that they tend to explode for no reason, or if they’re tampered with.
